Lets not go down this path for the umpteenth time.... I think its fairly obvious what’s been going on since 91.... you don't need to have a degree in medicine to work it out....

Im not an expert, many more posters her can provide better reasoning, but my feeling is that EPO was adopted by the Italians at first in the late 80's , early 90's , probably followed by the Spanish, Belgians, Dutch, French. I believe that the innovators were the Italian doctors - Cecchini, Conconi, Ferrari.

Lance was riding for Motorolo, a US owned team, with mostly Anglophone riders, support and management until 96. There was probably noone in the team that had any real experience in taking EPO or administering it.

He was probably taking some PEDs before 96, some even speculate that he was taking them as a junior. But my feeling is that EPO didn't just appear on the scene overnight....it took time to spread - and probably Motorola were not at the forefront.

If he didn't know much about EPO before his cancer, he certainly did afterwards, as I believe EPO was used as part of his cancer treatment.
 
At the 90's begining EPO was very expensive, people did know how correctly to use it, its use was progressive. So I think riders took it just for (some?)races.
And I think EPO was used too on some great stages of GT.
Looking at cyclismag graphics, we see that average power increases in 93 , 94, 95 and 96 (peak), and then was constant till the limit of 50% Hct level !

We can see the effects of Festina's scandal, of EPO tests and certainly the common use of blood doping and micro-dosing after in 2003.
