You must be the only person in the world to whom the keep limbs/joints warm in winter doesn't apply. :-)
My knees are warm. There is a significant flow of nice warm blood flowing down to feed my calf muscles that are pumping like crazy. The internal, working parts of my knees are, therefore, fine.
Much as it may be true you do not have problems yourself, what you say isn't correct. The parts that have the tendoncy to get damaged are not far under the skin. The warm blood in the arteries is a lot deeper, and the blood supply to the skin may well be turned down to the minimum. The tendons going over the bony bits of the knee are those at particular risk to this problem.
I've had this problem on a bike in summer, but brought on by coolish rain.
