What percentage is that? Deaths per mile?
Japan could have 0 cyclists killed per year, but be awful for cycling
(if it didn't have a cyclists).Absolute numbers are pretty useless here.

It's just a figure I came across a little while back in a study on crash
behaviour. It's the total number, ignoring any aspects of mileage etc.
