I don't know the background to your background on this (it seems you're know to a few of our posters
;-) but this is a totally specious approach to a discussion such as this (some might say any
discussion).

Why do I say that? Because there are many, many situations that such a trite argument could be
levelled at, taxpayers -v- smokers for instance, and as such its a fallacious approach because in
the real world it cannot withstand rigorous scrutiny.

After having just such a discussion recently with some friends my position is now that it behoves
"the government" to maintain such resources. (Prior to the above discussion my stance had been that
the user should pay)

And who would check these permits out on the hills? I doubt the revenue from these 'countryside
enjoyment tax permits' would cover the cost of employing any inspectors. Besides, which politician
would have the guts to even think about introducing such a daft law? It's also a surefire way to
discourage tourists, "You can drive in but you can't get out to look at the country unless you pay
