Some screw out and some pop out.

I rarely use them.

It's not rusty, just dirty. I don't think I can get the crank off
until I get the cover off, right? The other side came right off.

WOW! After reading all the posts, I understand how bikes can get so
messed up before they are brought to the shop. Ouch. Good Luck.

imho

1) You can torque any bolt that's bound until you bend, twist or ruin most
anything.
2) Verify for certain the direction of the threads, you can't solve the problem
unless you know what it is.
3) Soaking will only enable an already free bolt to be freeer, I prefer
un-binding bolts with heat and vibration.
4) If you have some "Heat" apply it, carful not to cook anything that you don't
want heated, but since you put all that flamable stuff there, I suppose that's
out.
5) While, HOT, apply vibration as was suggested with an impact, I use electric
for small stuff like bikes and motorcycle caseing bolts. Repetitive vibration
with lightweight torque will eventually free the bolt. From my experience a
larger wrench will damage something.
