The legislation for speed limits applies only to motor vehicles. Speed
limits do not apply to bicycles unless you are in a Royal Park.

Nope, gold-plated bollox.

Speed limits do not in general apply to bicycles at all - so there is
no speed limit in the case you describe. There are locations where
local bylaws apply a speed limit to bicycles, the classic example
being royal parks. However, I'm not aware of any case where the bylaw
mandates a speed half that of motor vehicles.

Would this not imply that cycling through a built up area you would be
limited to just 15mph!

When I get complaints about riding on the road beside a shared
ped/cycle way I tell 'em (tonge firmly in cheek) that the speed limit
for cyclists on that path is just ten mph and that it was clearly
written in the Highway Code - don't they ever read it?
I've never had a HC waved in my face yet :-)

Nah. There is a 15mph limit for cyclists over the Forth Road Bridge (On
the cycle / pedestrian bits at the sides.

It takes a great degree of control (More than I have in fact) to keep my
speed under 15mph on the descent.

No. There is no speed limit for bicycles, except on some private roads
(e.g. Richmond Park).

Stirling Moss who claimed to have been driving through some town in,
IIRC, Australia, and come across a sign saying "You're not Stirling
Moss - slow down". ;-)

ISTR a young ned hitting the headlines when he was stopped for speeding.
On being asked his name, he replied "Nigel Mansell". Plod was
unamused. The unfortunate thing for the ned was, it was actually true
(although not THE Nigel Mansell, obviously).

The most repeated one I have heard concerned Ralph Richardson (as told
by himself).
When returning from the theatre to Hampstead on his motorecyle after a
show, he was stopped by a young policeman.
"Could you tell me your name please sir" he said to the septugenarian
motorcyclist.
"Ralph Richardson" he replied.
