First, I think if you actually measure your wheels, they are about
22.5 inches in diameter, not 24 inches. That'll yield a gear range of 29-106, not 31-113. My V-Rex
has a 24" drive wheel, and I am running a
22/1/56 crankset and an 11-30 cassette.
An Ultegra front derailleur should be able to handle at least 24T and more likely 26T difference, so
you could conceivably go down to a 26T inner chainring. That would give you a 25 inch low - not
terribly low but enough to climb most grades.
If that's not low enough, I'd recommend getting a 12-27 Ultegra or Dura Ace cassette, then remove
the 14T cog, move the 12T and 13T over and put an 11T on the outside. You may need to replace the
lockring, too, as the one for the 12T might be too big to use with the 11T - use the one off your
current cassette. That will give you 11-12-13-15-17-19-21-24-27. You will still have close gears on
top and combined with the 26T chainring you would get a 21 inch low gear. (You could do the same
thing with an Ultegra/Dura Ace 12-25 cassette, which would yield a 23.4 inch low.)
