Go down to your local bike shop and ask for 27 by 1 1/4. They will now have fairly limited stock since this is an obsolete size, but they are still available and will be for a good few years to come. The bike can be converted to the modern 700c standard, but this is a bit more complex.
Alternatively they may suck their collective teeth, say "Ooh! 's bin a long time since we sold one of /them/" and eventually produce a dusty Michelin Elan from the depths of the basement. This was when I still lived in Leytonstone, so was at least ten years ago.
Subsequent 630 tyre purchases were from the Bandits of Bridgwater...
Brake levers haven't changed significantly in their function and cable pull, though modern ones (so called "aero"😉 route the cable along the bars rather than in the air above.
I have been led to believe that aero levers give better response and braking power, which I find quite plausible based on my experience.
They can't give more braking power on ordinary bikes; with a well-setup brake of sensible design you can lock or lift the rear wheel, and how can you have more braking than that?

Nigel did say "better response and braking power". Whilst I agree that you don't need more power than will lock a wheel, the type of lever (and brake) can affect the response. Do you want to be able to lock a wheel at the gentlest touch, or have to heave the lever back to the bars to lock the wheel?
