I have thought of that. I have also thought the following. I ride an unusual bicycle. I have been
seen many many times by the residents of these neighborhoods. I ride through these bad neighborhoods
populated primarily of races different from my own. I must go through these neighborhoods in order
to reach City Hall where I work. I have had 'incidents' with some young hoodlums, or maybe just
healthy young males exploring the aggresive aspects of their masculine temperment. So far I haven't
flinched and they haven't 'made contact'. There exists a pronounced 'us against them' mindset in
many minority.. er.. majority ethnic groups hereabouts. I grew up in these streets and kinda know
some of the rules. I don't know who owns the dog. It might change my plans if I did. As it is.. I
don't know. One might argue that I have a citizens responsibility to stay the course and deal with
this hazard. I know many times residents, elderly people, women with young families, or anybody half
civilized, might secretly applaud if someone took out a local pitbull. But it didn't bite me and may
be owned and cared for by generally responsible people. This is the first time I have seen it loose.
Lots of people keep dogs like this because they perceive that they need it for their safety. One
must weigh the consequences. So.. I don't know.

If you call animal control (SPCA), they will ask you to pen up the animal. I'd at least have to stay
in that neighborhood to direct the officer. I.. ah.. don't blend in well. I think some of the
attention I would get might be unfriendly. The officer probably couldn't come right away, they
commonly say, "In the early afternoon, probably" or something helpful like that. I could come back
later in my car and blow it away but this being gang territory I would expect to be pursued.

I know! I'll get some 6" stove pipe sections and put them around my legs and arms! Couple of larger
sections laced together for my torso. Anchor them with velcro! "Tin-man timidly tries to tip-toe
through trouble". And market them with the video my bud gets of me testing the get-up. I'll retire
early and take a tour around Amerika on my bent.

For once I have no opinion on this subject and you have no idea how disturbing this is for me.
