If you have the flakes of paint you might be able to get them colour matched
at an automotive paint supplier. My kid brother used to be able to colour
match almost anything given to him when he ran a paint store/colour mixing
depot. Have a look in yellow pages.

So I need some advice please - is there anywhere I can get the equivalent of
touch up paint in the right colour to at least play damage limitation?

I know this probably sounds like an over-reaction but I am furious that it
has happened due to the actions of a 'can't be arsed' mechanic who thought
he was being clever and, as a result, my bike has been damaged.

Nail varnish makes a good touch up paint because of the variety of
shades available and the little pot with brush that they come in.

In future, the best way to avoid flying spanners is to put it on the
pedal so the handle lies as close as you can get it to the crank and
then squeeze the spanner and crank together. You can also apply a lot
more force that way. If that fails, take the crank off and fit it in
the vice before applying spanner and taps of the mallet. At least then
if the spanner flies off it only chips the vice.

A little and often so that you get a build up to the correct level
works well - rub down with 2000 grit wet and dry and finish with
chrome cleaner.

My pedal spanner is about 15" long and no pedal has ever defied it:-)

I had one that would have. Resisted both brute force - crank in vice,
tube on spanner - application of force with a hammer on the spanner but
eventually succumbed to the application of the blow torch with the pedal
axle clamped in the vice and a tube over the crank.

I have a metallic British Racing Green nail varnish for my old bike. I
guess matt black for my current one's a bit trickier.
