You can get shifter bosses that strap to the downtube. I got some from
Andrew Muzi at the Yellow Jersey (http://www.yellowjersey.org/) a while
back. They were very inexpensive.

If you want to use 'brifters' (STI or Ergo), what you really need is a
clamp on cable stop. You can find NOS ones from Campy, Suntour, etc.,
on eBay or from a shop like Yellow Jersey, Bikeville, etc.

"Bottom bracket there for the duration"? Getting shifter bosses or
threaded cable stops brazed on is very much an option if you want to.

You can (at least I think you still can) buy "clamp-on" stops for
converting from frame mounted to handlebar shifters (or "brifters"😉.
These used to come standard with Bar-Cons. Some even come with cable
adjusting barrels.
