USADA doesn't do out-of-competition blood tests, and I assume that the same is true for the Canadian
equivalent. Thus, I read her statement as meaning that she has been tested privately, e.g., by her
coach/handlers/team to be sure her hematocrit is below the cut-off.

Hematocrit can vary almost minute by minute, even if you don't sleep in an altitude tent.

I think it is also worth pointing out that the efficacy of such tents for raising hematocrit levels
is far from proven (although in every study performed to date, simulated altitude residence has
improved performance - which is what counts).
