I suspect it's the "afford them" bit that causes problems
"I can afford a new bike" "Then you can afford a new sofa instead"
and also people without bike sheds find their bike ownership restricted.
That's what is currently limiting by number of bikes. I've got four but one of those is in a friends
shed for space reasons.
