It is a different course, there are mostly riders from that one nationalality competing, and your other rivals aren't really paying attention to this race.
A win is a win. Competitors usually race to win, not to place fourth or fifth .......

According to Cioni's coach TT's are not a big deal in Italy and the riders do them as just another race, albeit one with some importance. Cioni didn't decide to do the TT until the last minute and it's likely that others did likewise. He said there were only about 12 pros at the start. Cioni has been building his form since he came from MTB races several years ago and he is in the best shape of his life right now. He's going to rest a bit until some Italian races later in the summer.
Maybe Basso wasn't going 100%. Maybe he wasn't riding his new timetrial settup. Good job by Cioni:

It always amazes me how good all of the Fassa Bortolo team are at time-trialing. It's too bad Dario Frigo neglected this event, he has opted-out of both the Giro and the Tour and also his national championships in his favored discipline. What is he trying to accomplish this season anyway?

He's going to get creamed by Ullrich this year. I think he was holding back on purpose. Basso has always been a master of psychological warfare. He is obviously saving himself for the tour.

There seems to me to be a lot of criticism accorded Basso and if my computations are correct he lost about 1/2 second per km. Everyone who thinks of that as serious time raise your hand.
In my opinion all of Basso's time could have been lost in the first 100 meters.

Yeah, especially when CSC forked over how many thousands of dollars for wind tunnel testing? He should've been able to win this.
