Likely the exact opposite. Since the wining time was 49km/h one would expect for a downhill wind at your back ITT the winner to atleast break 50km/h. and more likely go around 51-2km/h

It always amazes me how good all of the Fassa Bortolo team are at time-trialing.
For what they do in mass start races they need to be.

It's too bad Dario Frigo neglected this event, he has opted-out of both the Giro and the Tour and also his national championships in his favored discipline. What is he trying to accomplish this season anyway?
He needs help, and not the medical kind of help. Not sure if he can ever get back near the top now.
