Very difficult to track down and sometimes even though you can trace the
approximate source the exact cause is invisible.
If you get a creak with one side of pedal and not the other that's a
clue. And may I suggest that you try lopsided peddling anyway because
that might result in exaggerated body movements which you can then
switch by lop-other-siding.
Experiment with power strokes while just touching handlebars with finger
tips. That should eliminate headset.
1 x cadence looks like BB/pedal
2 x cadence looks like something else
Does it creak when you drop off a pavement curb? I don't know the style
of bike but suspension and saddle/seat post are pretty creaky.
There is no such thing as a completely silent bike.
My Marin BB started coming undone after 1000 miles so check the funny
inside-out nuts that keep the BB cartridge in place.
