I am installing new pedals in a new bike and am wondering if I should use neverseize. I always have terrible problems removing them after awhile.

I take it neverseize is an anti-seize grease. Yes, you should put anti-sieze on all (metal) parts of a bike which are held in place by friction, i.e. bolt threads, bottom bracket threads, seatpost, stem etc. (the exception to the rule is crank tapers). Putting anti-seize on the threads of a pedal axle is highly recommended.

Grease works just as well, and not overtightening them,makes getting them off alot easier. You can also grease crank tapers.

Stainless Steel pedal washers are also a good idea.
Anti-sieze compound that is formulated for steel to aluminum threads is a good plan.

These compounds provide a good insulating layer between metals, preventing galling in the threads. These compounds provide much longer protection in adverse and wet conditions as compared to grease. However, the stress and loads experienced on the bicycle are less than the automotive uses these compounds are designed for. Washers, Locking washers, and Safety Wire
Washers are often used with threaded fastener. The washer distributes the stress around the bolted joint. Additionally, the washer reduces friction as the bolt turns. Generally, it is best to have the washer under the turning part of the bolt, either the nut or the head. An example of washer use is under the head of the crank bolt. The washer distributes the pressure on the aluminum arm, and allows the bolt to tighten fully when torqued."

Getting the torque correct and threads properly coated will help extend the life of the crank threads while making pedal removal easier.
