    I'm not sure if there is a term for that (in English anyway, I'm sure the French have a word for
    it). Perhaps you could call it a foundation, or a bed, as in "served over a bed of potatoes".

    I think you hit it with "bed". I see it used frequently; e.g., on a bed of pasta, noodles, rice,
    etc. Recently, I saw a menu item for "Spicy Pork Medallions on a bed of Sautéed Red Cabbage.
