What's the difference between the $700 CycloOps Powertap and the $180 PowerTap Electro Pack Elite? They seem to serve the same functions, but I'm not sure what I 'need' for somewhat serious 'personal goal' training....

You really should do some reading/research to help yourself not sound like "a total noob". The 'Search' function is your friend and very 'user friendly'.

Um. Thanks. I did. But after looking at specs they appear to me to serve the same functions, and knowing so little about gear I don't have the base knowledge to make a proper comparison.

IMHO, if you can't distinguish between the two devices you listed, then training with power is probably beyond your scope right now...Your initial query had you sounding totally lost on the subject...anyway, good luck😉
and a tip: the $200 Electropack is just the CPU head unit - you get no hub. The $700 unit probably includes a wired hub with an accompanying CPU...I'm out...
