  1. It is herb garden time and tarragon is my prime interest. French
tarragon is evidently a hybrid of so called Russian tarragon, which I
understand is not a flavorful form of the herb, and it does not set
seeds. I am told that French tarragon is grown from root stock or
cuttings. I have phoned nine nurseries in my area and none have tarragon
    sets.

I would appreciate any suggestion were to enquire, mail order or
    Internet.

    Thanks.

We've ordered from these people. Here's the link to their French

It is my understanding that Russian Tarragon is hardy and easily grown from
seed and is does not measure up to French Tarragon, which is the best stuff
for cooking. The Russian has only a similar aroma and it does not keep its
aroma well after drying. "Russian Tarragon has narrow, pale leaves; it lacks
the anise-seed subtleties and aromas of French Tarragon." Eyewitness
Handbooks - Herbs. If you want all the publishment stuff, I'll write it out.
But all my herbals say the same thing. And personal experience also. I have
to grow my F. tarragon in pots. It is hardy enough to overwinter here in the
high desert if I keep it watered/sheltered.
