In most cases, cyclists DO have the same rights as a car.
The roads are open to everyone, not just those who pay all the

Also, cyclists do far less damage to roads than your average car, and
do virtually zero harm to the environment.
And for the record, I drive about 99% of the time and am only a
"sometimes" bicyclist, though with the weather being nicer here, I
expect to get out a bit more frequently. Hopefully, our paths aren't
going to cross anytime soon, because I'd hate to be killed by some
maniac who was too impatient to slow down for 3 seconds.
