Locking Pannier/Trunk?

I don't know if this'll help, but I saw some guy around that had bolted a big plastic toolbox on top
of a rear basket rack. That'll certianly do all of the above, though it wouldn't be too secure,
locking wise. Those cheap toolboxes accomodate only small padlocks, and being plastic, are too
easily broken open. Another idea that comes to mind is modifying one of the small rear trunks sold
for motorcycles. Those are harder to break into, being made of tougher stuff.

Also, I'm not sure how it is they're locked onto the bike. I think www.wallbike.com can get klickfix
stuff on special order.

I fear that you may be on the wrong track.

The tremendous improvements in car keys and locks are often blamed (rightly or wrongly) for the
modern increase in carjackings. If thugs can't take your car quietly with a slim-jim and start it
with a crude method, they simply smash the window and threaten you.

Along these lines, which do you want to lose? Your carrier or the bike from which it's going to be
torn off? One good heave or wrench and either your carrier is torn off or else your frame is headed
for the scrap heap.

I wish that I had a solution. Maybe some kind of quick-detach carrier that can be removed and locked
separately to whatever you're locking your bike and wheels to? But if the carrier isn't metal, a
pair of penny-cutting shears will . . .
