Are pannier hooks generally interchangeable, or are they like chainrings...

Chainrings are generally interchangeable.. But pannier hooks are not. Each manufacturer tends to have their own system. Some use the rixen and Kaul system which is good and available as aftermarket parts. It costs about 20 quid per pannier to completely replace the pannier rail and clips with R&K ones. Parts available from any bike shop that deals with zyro.co.uk (though zyro don't appear to be terribly good at delivering what you order)

I've got a pair of them (Iberians). The clips are fine and so are the bungees. I stopped using them because they developed holes at the bottom.

On my last pair of Karrimor* panniers the elastics and hooks looked much like the £3.99 Nimrod Pannier elastics on this page.
Those are dead-ringer's for the ones on my early 1980's green Karrimor's. So I think the OP has his source of new parts (unless he goes for the used spares offered elsewhere in the thread).
