I loosened the top silver bolt. What about the bottom one? Does that need
loosening?
DO NOT TOUCH IT!
The top 'bolt', which you loosened, is the locknut on your headset. The
lower one actually controls the tension of the headset bearing. If you get
this either too tight or too loose you will fsck the headset bearing.
Tighten down the locknut again, CAREFULLY, to avoid altering the position
of the headset bearing cap.
Now: at the very top of the stem, visible in the picture, is a SMALL
allen-headed bolt coaxial with the stem. Loosen this a couple of turns and
then tap it smartly down with a wooden or rubber mallet. The stem is now
free, and you can adjust it. When done, tighten up again.
But note that in the current position the stem appears from the photograph
to be adjusted well above its minimum insertion mark, so you /must/ lower
the handlebars at least until the mark is hidden.
