Ultra-simplified: Elastic bands involve pulling. Pectorals involve
pushing. The answer is "no." Do push-ups.

Actually, I have seen people connect these bands to a point behind
them and then use them as a resistance to a pressing movement.
Chances are good that pushes would provide more resistance though.

I say such things because I tried most of this goofy [censored] many, many
years ago. If someone really wants a silly little toy to exercise
pectoral muscles, these work:

They don't work as well as bench presses and dips, probably not even
as well as push-ups, but they do work the pecs. And as you get
stronger, you'll be able to crank out more and more reps, faster and
faster. And one day, after seriously cranking out those reps at high
speed, that big spring may snap and catch you in the chin, almost
knocking your unconscious.
Wanna guess how I know that?
Heavy iron is good. Use it.
