I think the rules are [1] that the old bike can have lighting to the
pre-1990 spec, *or* lighting to the more modern spec. The newer bikes
have to conform to the newer rules.

I think the CTC handbook explains it all.
[1] Until Saturday, when the rules change
[2] can't remember the numbers, but there is an older BS for rear lights
that's still allowed on older bikes.
