Yes, but if he really is telling a bunch of firemen that making him look
good in a photo is more important than doing vital work (and probably saving
lives) in a crisis, he doesn't just need impeaching, he needs killing.

No matter what President Bush does it's going to draw criticism. When
he kept to his original schedule and tried to let the local
authorities deal with the problem he got criticized for not doing
enough. So now Bush is at ground zero and that means that rescuers
are being pulled off rescue details to accompany him. You didn't
seriously think that the President of the United States was going to
wade around New Orleans by his lonesome did you?
Bush might want to rethink his decision to appoint whoever is running
FEMA though. Using trained firefighters to hand out leaflets at this
point is just stupid.

If GW rolled around with a bunch of soldiers then the media would
probably run a story about looting in New Orleans and that the
President was trying to protect property instead of saving lives. At
least if Bush is seen with firefighters no one is going to think that
he's there to suppress looting.
No matter what Bush does some people are going to criticize him, and
with good reason. Bush isn't going to do anything in New Orleans but
get in the way. Heck, we would be better off with him at his ranch in
Texas. Unfortunately Bush has to be seen "doing something" about New
Orleans and that doesn't mean coordinating the effort from Washington
D.C., that means wading around in the muck wasting the time of fire
fighters. Anyone with half a brain realizes that this is the case.
On the other hand, there is no doubt that for some Bush's presence is
a morale booster, and that's something that's very hard to quantify.
Bush's presence is almost certainly a hindrance to the job of actually
helping people out. However, his presence almost certainly makes some
of the people in New Orleans feel like something is "being done." So
while Bush's presence is a hindrance to the actual work, it probably
makes the people feel better about the situation.

Why assume that 'killing' automatically means illegally? There is a process
called trial by jury, which in certain situations (like deliberately causing
the death of several people) can result in a death sentence. No, I don't
think it's ever going to happen, but, assuming the newspaper article isn't
misrepresenting the situation (and I'd like to think it is, just haven't
seen any decent explanation), Bush has basically shown up and said 'hey
folks, all 50 of you can stop saving lives for a few hours, I need some
firemen to stand behind me for a photo-op and make me look good'. Which is
at least disgusting, if not criminal.
That said, this sort of situation probably is the kind of thing which causes
some lone nutter with his constitutionally protected penis extension to take
a pot shot at a President, and no doubt Brink would tell us he was trying to
defend himself from a tyrannical (or perhaps genocidal?) Bush.
