Well also I would think the FDA would approve vitamin c based on it's safety
as there's overwealming evidence to say it's safe.

It was for safety. People were reusing needles without sterilising.

each. It is illegal in all 50 states to re-use acupuncture needles.
All states with licensing acts require disposable needles. -
