Can a cardboard cutout be charged with impersonating a police officer?
I have a vague memory of a story about cardboard cutout American cops reducing thefts in convenience stores. Searching for it I did findhttp://www.policeandsecuritynews.com/InSearchOf/humor111203.htm "A fake speed camera has been credited with halting speeding drivers racing past homes in an English village. Two teenagers erected the cardboard fake camera in a bid to put the brakes on the speeders racing through their neighborhood. Strips of tape have also been put across the road where the box is situated, giving the impression to approaching drivers of a real speed camera at the spot. The device, which is made out of a cardboard box, painted yellow and taped to a pole, was installed by two boys, 14 and 13 years old."

I think it's been used successfully in the UK as well, like inflatable police cars on bridges etc etc.
did they have to take down the fake camera?

I think we've done this one recently. If the "camera" is on private property you can usually get away with it.

Seen 'retired' police cars c/w flashing blue light positioned at crucial road-side points in Japan. Also lifesized plastic policemen.
Can't see such things lasting longer than about 5 minutes here.

Searching, it looks like its this story:http://news.bbc.co.uk/1/hi/england/west_yorkshire/3200807.stm "Mr Guest said the fake camera was dismantled on Tuesday, but said he was "100% sure" another one would soon appear."
