How tight should the "adjustable" cup of a cartridge BB unit be?
(it's a standard, square-taper unit being installed in a cro-moly frame)
I don't have a torque wrench, and have looked at different sites to find
information.
At this point, I've turned the adjustable cup until it contacted the
cartridge, then a bit more, until I'd have to put some weight/muscle into
it.
Suggestions/experience.

If this is a Shimano BB or another with a centre sleeve, you can tighten
it as hard as you like. If it's a TA Axix BB then go easy -
overtightening one of those can wreck the cartridge bearings.
Shimano says 35-50 Nm which is 435-608 in lbs. respectively.
Functionally you should tighten it slightly less than you tighten the
body of the cartridge.
You mention that you have a Cro-Mo frame which means that you run much
less risk of damaging the pieces at slight over torquing.
