Duh. It clearly marks the demarkation between the otherwise completely
unmarked cycle lanes so that those cycling types know which side to
approach the junction from. Otherwise, how would you know where to ride?

Simple reason. Cyclists can go fast down slopes like that so stick a
chicane in to slow them down a bit. Pedestrians, wheelchair users and pram
users would be hampered by such barriers so leave their side of the path
clear of obstruction. What I don't get is why "the planners" don't see the
flaw in this design.

Not really, I think it is clear that "the planners" have no experience
of what they "plan" in these cases, and have no reason to care. Simple,
really. Never mind the quality, just slap on the paint. They have no
incentive to do a proper job, and probably don't even realise how
clueless they are.

In this case it would have been very easy, and much cheaper, to just slap
on the paint. They didn't. They went to the trouble of designing and
installing barriers across half of a path. They clearly did give a [censored]
about something when they did this, regardless of their cluelessness.

pedestrians, but to separate cyclists moving in opposing directions, in
theory...

The "planners" are usually councillors, advised by professional
officers.
The officers (IME) really do try to do their best but are hampered by
very limited experience and/or training of the needs of cyclists.
It's the councillors' job to check that these sort of [censored]-ups don't
get implemented (it all has to be approved by councillors) and to
ensure that officers have the training and resources to do their job
properly.
Fortunately, councillors who consistently do a below par job can be
shown the door at the next election. So, has anyone actually asked
their councillors why they've done this?

Last time I e-mailed my local councillors about a new farcility that I
considered dangerous, I had to chase them for a reply. I eventually got
a reply from one of the three, effectively saying that he wasn't interested.
This is such a safe Labour ward that my voting against him at the next
election really won't make any difference. Doesn't stop me doing so, of
course.

You're sounding like those petrol-heads on uk.transport railing against anything
that interferes with their God-given right to drive as fast as humanly possible.
With such long straightaways I'm sure that cycles can reach very high speeds,
and *something* probably needed to be done to slow them down for the
pedestrians. I'd prefer to see rumble strips or some other surface treatment to
warn cyclists of the lethal obstacle in their path, but the lethal obstacle
itself is probably as valid as chicanes or other lethal traffic calming measures
that motorists have to contend with.

An alternative plan. If Labour isn't outside your personal spectrum of
political acceptability, join the party. Then *you* get to select the
candidates. Join with a small number of like minded colleagues and you
*control* the party.
IME, most political branches (ie ward level party associations) have a
membership of low hundreds (often less than 100) and a core active
membership of 10-20. A small amount of new blood can make a huge
difference at this local level.
I'm not advocating single-issue driven usurping of the political
structures. But I do think it important that people engage with the
processes and bodies that comprise our democracy rather than rail
against them.
