Cages definitley cause more drag than the grade of bearing balls used in any reasonably good hubs.
Without a cage balls touch at a single point with a tiny meniscus of oil. A cage, in contrast, has
at least a ring contact and a meniscus along the entire area of proximity. As cage material, metal
is better because it can have less ball contact.

Oops!!! Contact seals have more drag than any ball bearing, even with cage. The trick is to use
labyrinth seals (no contact) but that takes more design skill to include in a hub... and an
understanding of labyrinth seals.
