That won't shrink the size of the circle your legs have to cover.

Actually, yes, I have an engineering degree. Can you explain how moving
your feet higher above the pedals would help? If (for example) he's
running 170mm crank arms and puts 20mm blocks on top of them, his feet
still have to move 340mm top to bottom; it just makes them 20mm higher
all the way around. However, if the problem is simply that he can't
lower the seat enough to reach the pedal at the bottom of the stroke,
then this might work. If the problem that it's hard on his knees having
them move through the larger range, then blocks won't help.

Crank shorteners are pretty common among folks who ride tandems and own
kids. Typing a Google search for "crank shorteners" turned up many
brands and sources for these. I own 3 sets myself, all of which I
bought on eBay without too much looking. Looks like they're even
available through QBP, which means pretty much any bike shop in the US
can get them. Not sure about north of the border though...

The Ride2 brand look kind of clunky, but the eccentric mounting bits
work really well. After several years of use, with lots of
mounting/unmounting cycles, the crank arms I use that brand on show no
discernable marking from the shorteners.
