The tour organizers have large stickers, with the team sponsors on them,
that can be pressed on the jerseys very quickly. They prepare them before
the award ceremony when it's clear who is going to wear the jerseys.

The teams do not carry around classification jerseys. They are in possession
of the tour organization until they are awarded.

You can buy jerseys of all types (yellow, green, etc.), in different sizes
ofcourse. I would assume that the winner's jerseys come from that stack, so
it is clear that the surplus is sold. Last year, there was footage after
every stage of the winner signing a stack of jerseys and these are ofcourse
even more interesting to sell.
