Assuming that he was doping, a reasonable explanation of the apparent
evidence is that he was using EPO, the WADA folks were onto him and let
him know it, so he switched to the blood doping.

I think he fooled himself into thinking that because he was warned
privately, they weren't going to publicly denounce him.
