    It's for mounting a Shimano e-type front derailleur to a frame not designed
    to accept one. It could probably also be adapted to take a pulley to allow
    a top-pull derailleur to be used as bottom-pull, or vice versa.

    It lets you mount an "E" type front derailleur on a bike that wasn't
    designed for it. It takes the place of the threaded boss on the seat
    tube. See

    It looks like a clamp to mount a "frame-mounted" front derailleur
    onto a frame that doesn't have a threaded mounting boss. I think.

    As its filed under 'derailers', I'm guessing that the responses above are
    accurate, however, it just may work to add water bottle bosses where none
    previously were. hmmm....

    Might be useful to mount a friction shifter lever in a strange place,
    too, but it'd probably need a little modifying to make it work.
    Still, when trying to come up with solutions for problems on strange
    hardware setups, it may be worth remembering. (I've seen some *very*
    clever "misuses" of common hardware on HPVs.)
