This is a new canine practice as seen in 'dogs today' magazine.
Normally placid dogs, when face with a brightly coloured and speeding
cyclist, chase the cyclist until they are running alongside, use their
leathermans and a jubilee clip to attach the 2 foot long cycle pump
that they stole from the previous cyclist that day, tie their own lead
to the end and spend the rest of the day dragging the cyclist around
the cycle paths past the houses of the dogs friends.

I suggest trying to whack it with a cycle pump?

One with a nice & heavy Campagnolo adapter firmly attached. Use an
old one, you really don't want to risk damaging the chrome plating

I assume it was a training set up for the husky.

It's called bikejoring and it what skijorers do when there isn't
enough snow
