Hosepipe, followed by Nikwax Fabric and Leather. They'll never be
waterproof, but should shed drops from wet grass or light showers after
    this treatment.

In my experience, Fabric boots have there plus points - walking in dry, hot
weather. Problem is, in wet weather, they just aint never gonna be
waterproof, and you are better having a dry weather pair and a wet weather
    pair.

As above though, Nikwax do a coating for fabric that you will get at any
outdoor store. Wet the boots first, then apply.

For cleaning - I wait till mud is dry, then scrub off with a stiff horse
    hair type brush.
