The USCF rulebook is online. Search it for the string 'UCI'. You'd be surprised how many times it appears. In proximity to the string NRC too.

Yes they can. The USCF can adopt all of the UCI rules and in addition have rules specific for their organization. I live in Bavaria. The penalty for carrying a joint in most of Germany is a barking at and a small fine. In Bavaria they will lock you in a tiny room with a smelly fritz named Guenther who prays to David Hasselhoff every night before bed. Would you say that Bavaria doesn't operate under German law?
