  6. All TDF riders are subject to power to weight ratio compensation
    devices. Also known as PWRCD's.
    If a riders power output is greater than 17% of the average wattage of
    the entire TDF peloton then he must carry a bag with an adjusted
    weight compensation device up to; but not greater than 1.73 kilos.
    Lance was forced to to ride with his brake rubbing for the first 165k
    of a mountain stage
    in recent years to compensate for the new rule introduce by the French
    UCI representative. Lance did figured out that all he had to do was
    adjust the brakes.
    The UCI rules committee had to develop a new plan, hence the PWRCD's
    that you see on Voight's bike. The PWRCD's are connected to the bike
    via a Martha Stewart ankle bracelet, which is monitored at all times.
