My right 8 speed Ultegra lever appears to have died; will no longer downshift. It's vintage about 1994 or 1995. Does anyone know if Sora 8 speed levers are a compatible replacement? I'm on a tight budget.

Yes, Sora works.
Also check you cable and housing before replacing the shifter.

There may be sufficient friction in the housing/cable to keep the shifting action from happening.
Also check the pivots on the derailer. Make sure they are clean and move freely. -
