I would say yes. I can't say I've tried it, but I have used a motorcycle
inner tube in a mountain nike with no observable ill-effects other than the
awkwardness in fitting .. 😉

Tube sizes are usually quoted in a range of sizes e.g. 19 - 25, 23 - 32
etc - check the range recommended for your tubes and be guided by that ...
but instinct says that the tube will be a bit fat for the tyre. The risk
will be that there will be "too much tube" in the tyre and you will get
pinch punctures.

What is the width of the deflated tube? If it's less than about 32mm, I
don't think there'll be a problem fitting it.

Ok if you can stuff the tube in there without obvious problems. Wider
tubes hold air longer and are effectively tougher. Narrower tubes are
easier to manage and weigh less.

For 28mm tyres, I would use Michelin 25-32.

I was surprised when I bought my 700x28 Continental Contact tyres that they
were supplied with a tube aimed at 28-42mm.

No complaint about the tyre, which is very good, but the pressure at the valve
stem caused the tube to fail when I pumped it up for the second time. The tyre
had no puncture in its lifetime on the back wheel.

If you're asking "will the 38mm tube fit inside the 28mm tyre?" then the
answer is no. You need to get a tube size that matches the tyre size. The
dimensions don't have to match exactly but 10mm is too big a difference.
