Here's what Sam said about this and I agree with him.

As far as street goes. a 20" wheel set can be very fun for street. It
is best for technical small street, like doing tricks on flat ground
and small drops. The smooth hard skinny tire rolls very well and is
much faster, zippy and more flickable than a 19" wheelset. The 20"
setup will be less forgiving with sloppy ridding and landings, so you
need to be a bit more accurate with your tricks, but the sensation is
quite nice and smooth. Its also a bit better for freestyle tricks.
A 19" wheelset is gonna be better for big street, big drops and stair
sets. It will also allow you to play around with a trials line you find
even when you thought you were gonna go for a street ride. The bigger
volume tire makes for a slower more sloppy less smooth ride. It can
feel kinda sluggish, tho is very forgiving with bad landings and big
drops. I feel like you dont have to be quite as accurate with your
tricks, the tire has more play on the landing and takeoff.
I find that my 19" setup can pretty much do everything I want, small
street, flatland, big street, trials... tho sometimes I miss that
smooth sensation of a true 20". However sometimes when I am out ridding
a 20" I cant ride a skinny or hit some gap that lands in grass.
There are pros and cons to both, and there is always something I miss
about the other. But in the end if your not planing on doing some
trials lines, its all about what your used to. Your gonna feel more
comfortable with which every you ride the most.
