26 x 1.5 is a mountain bike wheel size.
26 x 1 3/8 is a 'roadster' wheel size.
The critical factor is the bead seat diameter. This is 622mm for a 700c
wheel and 590mm for some, but not all 26" wheels.
When it comes to bicycle tyres, 26 x 1.5 does NOT equal 26 x 1 1/2!
ATB 26" wheels aren't the same as other 26" wheels.
I would suggest you look at the relavent page on Sheldon Brown's site
