Gel toothpaste can be used as a polishing compound, as it's a OOOOOO
fine abrasive for plastics. Depends on the lenses, of course. It would
leave a microscopic (and yummy scented!) film that presumably reduces
fogging.

I prefer Rain-X.

Smearing (non-gel) toothpaste on the lens of a new scuba mask then
rinsing it off is standard practice to decrease fogging. I would have
noticed if there were any scratches after doing that and haven't had a
problem. It helps with bathroom mirrors too.

"Fog" is microscopic droplets of water that form on the surface of the
lenses.Toothpaste conains suffacants, which break down surface tension
of water forming a smooth film that can be seen through. This is
otherwise known as "sheeting".

Toothpaste also, as some have pointed out, contains abrasives that can
wear off special coatings on lenes. I use liquid soaps or detergents
instead for this reason. Same results, no harm done.
