And what is the "best" tire? I have Vittoria's Continentals, Vredesteins
and Michelins with no roundness issues.

Sounds like you either routinely skid the rear (bad form), or do not
properly center the tire when mounting. First ensure that the valve is
pushed IN and the tire seated under it at that point before inflation. Put
just a few psi in the tire and then work all the way around the rim pushing
the bead free of the rim. Look into the gap as you go and ensure the tube
is not trapped under the tire, and that the bead seats uniformly on the rim
hook. Inflate. Ride roundness.

These days, it seems that even inexpensive tires (e.g., the $10,
Chinese made Nashbar branded tires) run fairly straight.

Is this happening on just one rim? If so, check to make sure the tire
is seated properly. If it is, check to see if the problem is in the rim
(remove the tire and spin the rim, checking for trueness, roundness and
check to see if there is a noticeable wide or narrow spot between the
bead seats).

I got a bum IRC 26x1 3/8 from bikepartsusa a while back. It was put on
an old German utility bike that my mother uses to ride down to the
store. She commented that the rear went "thump thump thump" very
gently, so I tried truing the wheel's roundness. Didn't catch it untill
I finally gave the wheel a good spin and payed attention--it was 4mm
out of round in one spot! No idea how you can screw up a tire like
that.

Other than that, they've all been round, and I've worn out a lot of
tires, both moderately expensive, and proudly dirt cheap.
