He's implicitely assuming an expectation value that between 2005-2008,
inclusive, he will either lose or sit out one Tour, so his chance at
10 will be in 2009, +/- 1.

Actually, in the same spirit as "I've never tested positive", Voeckler
didn't actually answer the question.

le Tour de France. We have askeed le jeune Thomas Voeckler if
Armstrong, he can win les dix victoires. Here is la reponse of
le French champion :

And mathematician that you are you missed it as well. 6 wins last in 2004. 4
more makes 2008. As Voekler is saying,
"Lance will win until he retires" it stands to reason that he would miss an
11th win because he wouldn't be interested any longer.

Voeckler is a pretty funny guy.
