It depends if you are talking about a mountain bike or a road bike.

At the risk of sounding trite: by going to a bike shop and sitting on them,
or better yet riding them.
As a starting point try a 16" if a mountain bike or 50cm if a road bike.

Ahh yes,

Well something has come up on eBay (ends tomorrow) and at a 24" frame and
nowhere to try one out (I am posted to Germany and shops close at noon on
Saturday here). Looks too big for me though.

There's no easy rule any more, since different manufacturers are now
using radically different geometries. The only way to check is to sit
on it. Take advise as well, but if it doesn't feel comfortable don't
buy it.

I'm 6'2" and used to ride a 26" frame (mind you, I was 6'3" then). Now I
have one 25", one 24", and one 19". They all fit. There really isn't
any simple way of telling any more.
