How much do you need? A whole cup only has 15 net carbs and I can' think of anything that uses that much except maybe a gallon of lemonade.

Zest. Grate the outside of the rind and it makes a bit of oil liquid that is very strong plus a tiny bit of pulp. Doesn't take much. I've used zest of lemon, lime, orange, mandarin and citron. Citrons are basically only good for their zest and they are all rind and seed, but they look really cool growing in the yard. It would probably work okay from any other citric like grapefruit or kumquat.
Zest is used in baking but I've used it as a spice or flavoring in low carb stuff. Not really a substitute in that sense, more something cool to try for variety.

There are a several things that work: lemon zest finely grated and citric acid which is also called "sour salt" and lemon oil. But why bother? Lemon juice is pretty low carb already.
