Most bike shops will cut spokes to size. just bring in the wheel, and
they can measure one of the spokes, then cut a few spare ones for you.

Am having brain not working problems today, so this might be the wrong
spelling...Gaerlan Cycles in San Francisco??? use Google to locate the
website
He sells lots of 16 inch wheels and should have spokes available/
